HISTORY & ESTABLISHMENT
Originally established in 1980 as the Lagos State Electricity Board (LSEB), the agency was created to generate, transmit, and distribute electricity to areas not served by the national grid. Its early mandate included delivering electricity to critical public infrastructure—such as schools, hospitals, and government buildings—and managing the implementation of power projects across the state.
Over time, the agency’s role expanded to meet the growing energy needs of Lagos, incorporating sustainable energy planning, public lighting projects, and the development of independent power generation solutions for essential services.
A significant milestone in the agency’s evolution occurred on December 3rd, 2024, when Governor Babajide Sanwo-Olu signed the Lagos State Electricity Law 2024, officially transforming the Lagos State Electricity Board into the Lagos State Electrification Agency (LSEA). This law aligned with the national constitutional amendment that decentralized electricity governance and empowered states to drive sub-national electricity markets. The transition positioned the agency to take on a broader, more strategic role in electrification planning, market coordination, and energy access across Lagos State.
